Hiraya is a registered youth development organization that focuses on increasing political participation and civic engagement. Its programs focus on forming introspective and collaborative leaders who follow a democratic and participative approach to leadership with core values of seeking to understand, choosing to respond, and acting towards positive change. It is one of the first CSOs to train members of the Sangguniang Kabataan (SK) based on the SK Reform Act though its project called the SK Academy Initiative. It is also one of the first CSOs in the Philippines focused on developing potential political candidates to campaign and run for elections through movement based campaigns through Tara Takbo. Overall, Hiraya has trained over 700 participants across 15 areas all over the Philippines. Its partners include the US Embassy, Young Southeast Asia Leaders Initiative, Cultural Vistas, The Asia Foundation, United States Agency for International Development, Oro Youth Development Office, the Ayala Foundation, and LENTE.
