During the first seven year program (1948 to 1955) developed by the Plan and Budget Organization, a department named “Engineering Agency” was established, which also included surveying as a section. From 1951 forward, foreign consulting engineers were present in the country to give consultation and execute different projects. The cost of surveying and mapping operations carried out by these consultants was high. It was in these years that a group of experts in the Plan and Budget Organization, including Eng. Hami, Eng. Khanbaba Iravani and others, with the cooperation of Colonel Noutash, came up with the idea of establishing an organization that would fulfill mapping needs in Iran. Finally, on June 7, 1953 the government established the National Cartographic Center (NCC) and its relevant regulations. NCC's parent organization is the Management and Planning Organization (previously known as the Plan and Budget Organization). It has 14600 square meters of buildings, in a land area of 29,400 square meters.
